Job Description:
SECTION I: BASIC FUNCTION: Provides project leadership, under
the direction of the Senior Director of Engineering Services, to
oversee all aspects of major and minor renovations projects, new
construction, and equipment replacement. In addition, coordinates
and manages office moves, and space planning. Oversees project
Architect, Engineers, Contractors, Construction Managers, and any
supportive consultants to ensure project completion within budget
and specifications. Provides Facility support in the NYSDOH
Certificate of Need applications and approval process. Coordinates
responses on contingencies and schedules inspections as needed
through the Department of Health. Prepares CON Limited Review
applications when necessary applicable projects. Follows project
contingencies to ensure timely approvals. Accountable for the
management of the In-House construction/project team. Schedules are
developed and communicated. Project estimates are developed, and
estimated cost savings records are maintained. Ensures that project
activities are executed in accordance with established
requirements, defined scope, budget and schedule. Manages all
project materials, files, drawings, construction schedules, project
budget and goals. Performs periodic audits on all project related
materials. Develop Request for Proposals and bid packages relating
to variety of Project related activities. Receive, review, and
analyze contractor, equipment and furniture bids and make
recommendations for approval. Adjunct person responsible under the
TJC standards for Life Safety and EOC. This requirement is to have
complete knowledge of the Life Safety Code 101, familiar and can
maintain the organizations Basic Building Information (BBI) on TJC
portal site. Establishes that the Statement of Conditions document
is up-to-date, identifies deficiencies with-in the program and
follows through on the 30-day work orders and Plans for
Improvement. Regularly reviews all required TJC documentation for
the Facilities Departments. Participates on the Physical
Environment Committee (EOC). Ensures ILSM and ICRA assessment and
standards are maintained and documented for TJC readiness and
review. Prepares and follows up on all POCs for Life Safety, EOC
and Facilities that may be required following TJC surveys. Assist
in acquisition of clinical technology & equipment. Work cohesively
with project accountants to ensure prompt contractor/vendor
response to outstanding items. Manage Appropriation Request numbers
and has budget accountability for Facilities and Project ARs.
Manages capital requisitions for the department. Arrange and
conduct timely project meetings. Maintain effective lines of
communication with Administration and Facilities Management teams.
SECTION II: EDUCATION AND EXPERIENCE REQUIREMENT(S):
- Associates Degree or equivalent experience in
project/construction management required with 5 years management
experience in hospital engineering and construction preferred.
- An ASHE CHC (Certified Healthcare Constructor) and/or CHFM
(Certified Healthcare Facility Manager) certification is highly
desirable, candidates without either will be required to obtain one
or both within 1 year of employment. SECTION III: PHYSICAL

focus. SECTION IV: PRIMARY RESPONSIBILITIES OF THE POSITION:
- Plans, organizes, supervises, coordinates, and controls the
activities of construction projects and budget.
- Develops, evaluates and implements policies and procedures;
goals and objectives; and standards of work.
- Keeps Senior Director informed of activities, needs and
barriers.
- Develops goals and objectives and establishes and implements
policies and procedures for the adherence to the Life Safety Code
as it relates to the Statement of Conditions.
- Plans, organizes, directs and supervises construction
activities to meet the mission.
- Evaluates teams performance and effects changes as needed.
- Familiar with and able to direct others in the understanding of
the Life Safety Code and construction process.
- Maintains current knowledge and skills necessary to perform
competently.
- Prepares, evaluates and controls the departments capital
budget.
- Develops and applies the standards of quality and
productivity.
- Actively participates in all efforts to maintain a safe, clean
environment.
- Administers, implements, and monitors preventative maintenance
program relating to TJC deficiencies.
- Manages the preventive maintenance and maintenance work order
system, setting priorities and expediting as necessary to meet
quality improvement standards.
- Schedules and supervises maintenance work, alterations,
remodeling and minor construction.
- Manages overall progress of construction projects to assure
adherence to plans, specifications and budget constraints.
- Recommends the replacement of or additions to, equipment and
physical plant.
- Capable of assessing building systems to determine code
compliance, and efficiency of operation.
- Responsible for the selection and coordination of all
contractors.
- Has knowledge of available bidders and is able to discern the
most qualified.
- Establishes and accomplishes the objectives and benchmark
targets of the project within budget.
- Is comprehensive in planning and functions in a creative manner
to meet budget constraints while still achieving goals and solving
unexpected problems.
- Evaluates the SOC on a continued basis to ensure compliance
with TJC standards.
- Annual Scope of Service assessments and TJC annual program
evaluations for Utility Mgt and Life Safety Mgt.
- Properly hires, orients, trains, evaluates, and disciplines
staff within established policy.
- Core competency as measured by overall department
performance.
- Schedules personnel to ensure proper coverage of Hospital.

- Develops orientation and ongoing training programs for Hospital
and dept. staff.

- Supports and conducts Hospital policies.
- Serves on Safety (EOC) and Emergency Preparedness
Committees.
- Meets TJC, federal, state, and local regulations and
standards.
