Job Description
The Naval Nuclear Laboratory Security Department is looking for a
new Clearance Processing Project Analyst. The Clearance Processing
Project Analyst provides an opportunity for the successful
candidate to interact with a large cross-section of Naval Nuclear
Laboratory (NNL), Bechtel Plant Machinery Incorporated (BPMI)
personnel, and Government representatives. The successful candidate
will oversee all aspects of the security clearance process. The
Security Department (SD) is a multi-site organization across six
sites, this position requires the successful candidate to
communicate clearly and often with stakeholders across all sites
and with Government representatives.
The primary duties associated with this position include:
Oversee the clearance processing team to ensure timely processing,
monitor work quality, and candidate/incumbent responsiveness.
Lead process improvement teams to increase the clearance processing
teams efficiency and effectiveness.
Perform data collection, tracking, and auditing in support of
identifying and correcting weak or problem areas that have the
potential to impact productivity and quality.
Develop and maintain meaningful metrics to measure the performance
of the clearance processing team and processes.
Develop work plans and budget requests for the current year, work
projections for the outyears, and execute to the plan.
Provide complete, well thought out recommendations to senior
management, with the ability to clearly articulate the supporting
details.
Apply knowledge of Government regulations and internal policies to
develop and maintain Corporate Instructions, Corporate Policies,
and standard operating procedures.
Coordinate implementation of changes resulting from policy and
regulatory revisions.
Prepare and issue laboratory communications relative to the
Security Department and objectives.
Maintain routine direct interactions directly with NNL management
and external contacts to address relevant stakeholder needs.
Note: This position requires a Q security clearance, if the
selected candidate does not possess a Q security clearance they
will be processed accordingly.
Required Combination of Knowledge and Skill
Bachelor's degree from an accredited college or university and a
minimum of 6 years of relevant experience; or
Master's degree from an accredited college or university in a
related field and a minimum of 4 years of relevant experience.

Experience with data collection, tracking, and auditing

Experience developing standard operating procedures and training
documents
Experience developing change management plans
Experience leading a team, setting stretch goals, and recognizing

Pay Range
$76,400.00 - $117,000.00 annually
Salary information provided is a general guide line only. Annual
salary is based upon candidate experience and qualifications, as
well as market and business considerations
The Naval Nuclear Laboratory is operated for the U.S. Department of
Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned
subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel
are FMP employees who work at four DOE facilities: Bettis Atomic
Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A.
Kesselring Site, and Naval Reactors Facility, and at the U.S.
Department of Defense-owned Nuclear Power Training Unit-Charleston.
